Rails-to Trails Feasibility Study

Client Challenge:

In the early 1990’s, the CSX railroad abandoned a rail line located in downtown Athens.  Athens-Clarke County (ACC) is interested in converting this right-of-way into a multi-use trail for recreation and transportation purposes.  The original rail line was constructed in the 1800’s and included three bridges. One structure was completely removed; only the piers remain for a second structure; and a portion of the third structure was removed. 

PRIME Solution:

Prime provided ACC with the technical, aesthetic design, and financial information necessary to determine the feasibility of converting the railroad right-of-way to a multi-use trail and plan for the financing required for the project.

Prime Engineering provided ACC with a feasibility study for converting an abandoned rail right-of-way into a multi-use trail.  The abandoned rail line located in downtown Athens was constructed in the 1800’s and originally included three bridges.  The work included topographical and boundary survey and the preparation of a conceptual design of the proposed trail showing the horizontal and vertical alignments, typical sections, and cross sections.  The work also included an analysis of bridge alternatives: including the reuse of portions of the historic structures and replacement of the structures.  The evaluation included cost estimates for alternatives that can be used for decision making and financing purposes.
